Tomorrow, 14TH March 2026, as we look forward to the second anniversary, we reflect on the remarkable two years since the Administrator of the Presidential Amnesty Programme, Chief Dr. Dennis Brutu Otuaro, assumed office. His appointment signified a turning point in the history of the programme. Unlike previous administrations where the office was at various times managed by Interim Administrators, Dr. Otuaro assumed office as a substantive Coordinator, bringing with him stability, vision, and purposeful leadership.
Within just two years, Dr. Otuaro has demonstrated exceptional commitment to the core objectives of the Presidential Amnesty Programme. His administration has strengthened the programme, restored confidence among beneficiaries, and reinforced the mission of sustaining peace and development across the Niger Delta.
One of the most remarkable achievements under his leadership is the strong investment in education. Recognizing that education remains the foundation of every progressive society, Dr. Otuaro has prioritized academic advancement for beneficiaries. For the first time in the history of the Amnesty Programme, beneficiaries, their children, and even members of impacted communities across the Niger Delta are benefiting significantly from educational opportunities both within Nigeria and abroad.
Through these educational initiatives, the programme has produced numerous graduates who are now making meaningful contributions to the development of the Niger Delta and Nigeria as a whole.
Beyond education, Dr. Otuaro has also strengthened leadership within the programme by organizing leadership and capacity-building trainings for ex-agitators (Camp leaders) and key stakeholders. These initiatives are equipping leaders with the knowledge and skills necessary to effectively manage societal challenges and promote peace within their communities.
Furthermore, his administration has expanded skills acquisition programmes and empowerment initiatives, creating new opportunities for entrepreneurship, economic empowerment, and self-reliance among beneficiaries across the Niger Delta region.
Another major milestone recorded under Dr. Otuaro’s leadership is the resolution of long-standing BVN-related challenges that affected several beneficiaries during previous administrations since 2022. Due to these issues, many beneficiaries were unable to receive their monthly stipends up till this moment.
However, under his leadership, proper verification processes were conducted, leading to the successful verification and reintegration of affected beneficiaries into the payment system is currently ongoing. Some have been cleared for payment already, bringing relief, justice, and renewed hope to many.
Today, the Presidential Amnesty Programme is experiencing renewed peace, unity, and stability under the leadership of Chief Dr. Dennis Brutu Otuaro. Beneficiaries now feel a stronger sense of inclusion, fairness, and progress within the programme.
As he marks two years in office, it is evident that his leadership stands among the most impactful since the creation of the programme. His unwavering dedication to education, empowerment, transparency, and peace-building has strengthened the Amnesty Programme and deepened its relevance to the people of the Niger Delta.
Therefore, we wholeheartedly commend and applaud the leadership of Chief Dr. Dennis Brutu Otuaro for his vision, dedication, and service to the Niger Delta people.
We also encourage the Federal Government of Nigeria to continue supporting his leadership so that the progress already achieved can be sustained and expanded for the greater benefit of the Niger Delta and the nation at large.
Once again, we celebrate Chief Dr. Dennis Brutu Otuaro, for two years of outstanding leadership and impactful service in the Presidential Amnesty Programme.
